Linden Environmental Issue

Underground gasoline leak confirmed in Linden

Linden — After reports came into the Times that an underground gas leak, 
reportedly from a gas station in downtown Linden, had contaminated ground 
in the small city, Department of Environmental Quality (DEQ) Analyst 
Marjorie Frisch confirmed that Beacon and Bridge gas station is responsible.

Beacon and Bridge is located at 110 East Broad St.,
and owned by Quick SaV Food Stores LTD, out of Flint.

This underground gas leak has been under investigation since June of this year, 
and the Department of Licensing and Regulatory Affairs,
Bureau of Fire Services (LARA) was notified upon confirmation.

According to an email from Frisch, “The gas station’s responsibilities are defined
 in Part 213 of Act  451. They will need to submit an IAR (Initial Assessment Report)
 in 180 days from the confirmed release date (Nov. 14, 2014).” 
In Part 213, the liable owner or operator needs to define the extent of
contamination in soil and groundwater and provide corrective actions 
to deal with all contamination issues. 

The DEQ will work with the gas station during these 180 days.
After testing the sump pump in the business located at 
109 North Bridge St., Bridge Street Exchange, 
the DEQ enlisted the assistance of Environmental Consulting & Technology (ECT),
which, according to ECT Senior Design Engineer Joel Parker
put in a vapor mitigation system at the affected business.

The gas components that were found at 109 North Bridge 
were tracked back to the gas station’s underground storage tanks. 
The DEQ remedied this situation with the implementation of the mitigation system.

Kevin Begola, owner of Bridge Street Exchange said the past 4 months 
have been a very stressful time as a property owner due to the situation at hand.
“I am relieved that this issue is finally coming to light. 
“After purchasing my building, we started noticing some smells 
that were alarming so we worked with these agencies to further inspect
the situation and what they uncovered was very shocking."

In November 2012, the Times reported that petroleum related ground contamination
 was found in the ground where the Union Block once stood, 
prompting Linden City to change its mind on purchasing the parcel. 
According to an article from December 2012, the termination stemmed from
the second environmental study conducted by Atwell Hicks who 
“identified the presence of petroleum related contaminants in soil and groundwater 
on the southwestern portion of the property at concentrations above the DEQ criteria.”

About 50 residents and business owners got together on Friday morning 
at the City Council Chambers for an informational meeting with 
representatives of the DEQ, its environmental testing firm, 
the health department, and other personnel to discuss the results of the 
air and ground water testing that was done over the summer, 
and to find out what will be done next.

Parker told the audience that the flow of the ground water 
helped determine why the contamination ended up at Begola’s business.

Linden City Manager Paul Zelenak said,
 “We were informed Thursday morning by the DEQ that the
Beacon and Bridge gas station was the likely source of the leak.” 
He said that they have been working with the DEQ and ECT over a year ago 
on the matter of ground contamination. The DEQ’s first tests were inconclusive, 
but after businesses began smelling fumes earlier this year, 
they had them come back for more testing.

“If we want to move forward as a city 
we need to have this problem taken care of,” Zelenak said.
“We’re just pleased that we are moving forward with this with the help of the DEQ. 
They will come up with ways to fix the problem.”

Michigan laws regarding dam safety

The DNR - Department of Natural Resources is responsible for the safety of dams.

The department has the power to regulate the construction, reconstruction, repair,
alteration, removal, abandonment, and operation of dams.

The department may in an emergency take any necessary actions, including repair,
drawdown, breaching or cessation of operation to protect public safety,
natural resources and the public trust.

Paddlesports at the forefront of recreation in Michigan

 
State of Michigan Recreation Role

    Recreation responsibilities in Southeastern Michigan :

    1) development of a state-wide recreation plan.
    2) provision of large-scale recreation to serve the inter-county recreation needs of people.
    3) acquisition and management of natural lands.
    4) protection of natural resource areas and wildlife for conservation purposes.
    5) assistance to lower levels of government for development of recreation.

   
   Recreation includes paddlesports – canoe and kayaking.

   Paddlesports should come before motorboat fishing activities :
   - more accessible and desirable to the general everyday public.
   - kayaks and canoes cost far less than powerboats and don’t pollute the environment.
   - paddlesports provide much needed exercise, reduces stress levels, and is quiet.
   - launching a kayak or canoe can be easily done without highly expensive concrete trailer ramps
   - paddlesports adds to the economy via ecotourism , many travel quite far to paddle scenic areas.

    
 Waterways and scenic areas are very valuable as public recreational areas.
 Water is a shared resource that interconnects communities.
 It enhances the tourism industry and increase the quality of life for all .

    A navigable stream / creek / river is just as important as a walking / hiking / jogging / running / bicycle trail.

Shiatown Dam to be removed

An article published in the Sunday February 13, 2011 Argus Press confirms the removal of the Shiatown Dam.

The Michigan Land Bank, which owns the dam, has announced plans to take it down.

“We are in the process of coming up with a plan and searching for funding to remove it,”
said Jeffrey Huntington, a property analyst at the Land Bank.
“Dam ownership is really not what the Land Bank does.
We don’t have the funds to sustain the dam for a long time.”

The Shiatown Dam in Durand, Michigan will soon disappear, be demolished, and removed
allowing the Shiawassee River to run freely once again.

Aging dam crisis in Michigan

Dam removal in Michigan needs to be streamlined and fast tracked by a think tank of professionals which most definitely include paddling aficionados, paddlesports retailers, and the ACA - American Canoe Association. Michigan has an enormous amount of creeks, streams, rivers, ponds, channels and lakes; all of which need attention.

REI Awards Grant for New Fenton Launch Site

REI Awards Grant for new Kayak and Canoe Launch Site in Fenton,Michigan at Bush Park

On behalf of the newly formed volunteer group promising to look after river issues in the Fenton to Argentine stretch -- Keepers of the Shiawassee -- Headwaters Trials applied for and received a grant in the amount of $3579. It is the plan of Keepers to encourage urban kayaking by developing a short learning paddle river segment around Bush Park in Fenton, Michigan.

The Fenton Rotary Club has an annual commitment to maintaining and improving that park. They will install an at-grade launch next to the Gazebo which can be accessed from North Leroy street. Then next spring Keepers will grade the banks and create a similar launch site one-eighth of a mile upstream.

Novice paddlers, especially families with children, will be able to practice their canoe or kayak skills from one launch to the other, all within the reach of Bush Park amenities--parking, restrooms, playscape, and picnic areas.

Southern Lakes Parks and Recreation will offer classes for children and adults using this stretch. Collectively, all participants hope to introduce new participants to the river and its possibilities for close to home recreation.

REI is a national outdoor retail co-op with three stores in southeast Michigan--Troy, Northville and Ann Arbor.

Shiawassee River Heritage Water Trail - Holly Canoeing, Kayaking - Pure Michigan Travel

Shiawassee River Heritage Water Trail
You can launch your canoe or kayak anytime from WaterWorks Park at 690 S. Broad Street in Holly and paddle to Strom Park on East Street in Fenton, seven river miles. This segment of the Shiawassee River is an adventure that takes about two and a half to three hours. The River here is shallow and slow moving but it has many twists and turns, an occasional beaver dam and changing scenery which add challenge and adventure to the paddling trip. The volunteer organization Headwaters Trails has added mile markers, interpretive signage, launch sites and trailhead parking. Restaurants and shopping beckon in the historic communities at each end of the river trail. Future development of this Heritage Water Trail will enable extended trips to the west through Fenton, Linden and Byron in Genesee County and then northward past Walnut Hills Campground and on to Owosso and Chesaning along the way to Saginaw Bay, a total distance of 110 miles. At present there is no livery serving this Pure Michigan adventure. Paddlers are requested to observe the "Leave No Trace" ethic, to share the resource with other river users and to take nothing but Good Memories.

Kayaking Rapids on Shiawassee River ?

On November 1, the Village of Chesaning had Mayor Pro-tem Damion Frasier and River Restoration Committee member  
Neil Pullman maneuver kayaks over the newly created rock fishway to celebrate its dedication.

As the year ended, Mayor Joe Sedlar, Jr. had received word that the
U.S. Fisheries & Wildlife had requested use of the video Deana Sedlar recorded ,
showing Frasier and Pullman floating gently over the rock fishway to celebrate the project’s completion.


FREE EXPOSURE FOR CHESANING – The U.S. Fisheries and Wildlife will be promoting Chesaning
on their external affairs web site, according to Chesaning Village Mayor/President Joe Sedlar, Jr.

According to Sedlar, his wife Deana had recorded the Nov. 1 dam dedication where Doug Pullman
and Damion Frasier charged kayaks over the newly constructed rock fish ladder in the Shiawassee River.

The short film had been posted on YouTube, but the U.S. Fisheries and Wildlife liked it so much,
they requested an original copy to post on their web site.

As a result, U.S. Fish and Wildlife will be identifying/promoting Chesaning on their web site,
Mayor Sedlar told the Chesaning Village Council during their Dec. 15 meeting.

I MAY BE WRONG - but I didn't see a vest or PFD, any emergency crew for Ice Cold Water Immersion
throw ropes, swift water rescue, etc., etc. and this is what they want to promote ???????

A 300 ft. structure with natural waterfalls, the u-shaped drops are very, very close
to one another making maneuverability for play boating almost  impossible.

I'm told it was done for the old timers nostalgic for the Chesaning Showboat.
A ""social issue"" for the impoundment waters for the riverboat in Chesaning.
Somehow I just don't see some ancient ol' riverboat ride that great a thing in 2011.
Time moves forward -- holding on to everything from the past hinders progress.

Another section getting cleaned - hurray !

Pre-Register for the Shiawassee River Cleanup!

12th Annual River Cleanup
Join in on Saturday, August 8, 2009 9 am to noon for the 12th Annual
Shiawassee River Cleanup! The Friends of the Shiawassee River, with
support from the Great Lakes Commission, will be organizing volunteers
to remove debris from the river's water and banks. All volunteers
will receive a free t-shirt, compliments of Chemical Bank and the
Great Lakes Commission, and lunch, generously provided by Mancino's of
Owosso. The River Cleanup is also supported by: The City of Owosso,
Waste Management, and Gilbert's True Value Hardware of Owosso.

Volunteers will meet at:

* McCurdy Park, Corunna (near the footbridge)
* Oakwood St. pedestrian bridge (Owosso)
* Henderson Park
